    You can donate through RSGP, which you can buy for paypal through some gold sites such as realistgold.com which then can be donated.

    Depends where you buy from, there are multiple shops the offer different prices. I would check out the runescape gold selling portion of the forum and do some searching to find the best deal.

    Edit: It's the time requirement you don't meet, u meet the donation one I forgot theres a time req for self donations.
