    Fixing the out-of-date sticky.

    Under "What doesn't belong here?", it says that vouch threads are not only not allowed in the section, but that they are completely prohibited on sythe.org. With the recent creation of the vouch forum, this is no longer true, and can confuse users here at sythe.
