Banned while I was hacked

My Sythe account Gearmo was banned quite some time ago. I was not in control of my account at the time. I'm not sure if you can see that by the IP that was acive at the time of the ban. If you can you would see that my IP was not the same as it was before the ban occured. In fact I'm pretty sure i still have the same IP that i had before I was hacked and Banned.

I haven't tried to recover my account ever due to losing interest in RS. But I'd like to get back into using sythe. Whether it be on my old account Gearmo, which i had nothing to do with being banned, or on a new account. But when i try to make a new account I can't because of Gearmo being banned. Because i still have the same IP i think?
