Scammed By Rs07/rs3 Website Lookout!

Hey guys, few days ago i sold one of my accounts to them for $40 with 99 Smithing and 63 Mining skiller build account.
The said the would pay me in 14Days! it been few days past and as i got offered more by someone else. i tried contact them again for a refund but he/she instantly closed the Live chat support....
I keept trying 4-5times to rejoin the chat he/she just doesnt open the chat with me.
What shall i do? how can i do to report this Website?
I have delivery proofs etc.
