New vouching rule

Its pretty simple actually.

People you know in real life cannot vouch for you.

your brother/sister/family member cannot vouch for you.

I see it a lot actually, where people self-vouch and claim that it was a brother/sister/friend. They get banned and they dispute it, and then they go through about 5 disputes and give up. If this was put into place then it would just be a buffer to no self-vouching.

Apparently there is no formal rule against self-vouching. (Though, there is against having multiple accounts).

I changed it for now, will have to check with Clash to make sure it's alright though.
