New rule for RS2 guides section.

[Beliar]

Some of you may noticed, that users are creating threads in RS2 guides section to get vouches for sending a guide, so it's using vouch as currency. I think creating a new rule, that will forbid users to give vouches in topics like that will solve this problem. Users cought on breaking this rule should be infracted.
