    Do they block your IP?

    Since my first account was limited, my second account got limited in <1 min of creating it.

    Yes you'll have to use a different IP to create an account.

    They dont ban your ip. But you just have to be smarter than them. If you add the same credit card to a diff account it will be banned almost instantly i know that for a fact. But the answer is no. You ip doesnt matter.

    I got 3 limited paypals atm, and the 4th has been running for over 2 months already. Doubt they checked my IP.
