at school need help

A proxy that works with Java on RS at a decent speed isn't easy to find. You're better off just waiting till you get home, besides if it's blocked then it's blocked for a reason. You're likely to get in trouble if you are caught bypassing the filter.

If you're really desperate, you could try loading Tor off a memory stick.
