NetSpend Debit Card???

I gave my friend $265 to go get a PrePaid Visa Gift Card for me. God knows what she was doing because she came back with a ****ing NetSpend Debit Card. There's no way for me to activate it because I'm a minor. I can't get a refund from the store.. What the hell do I do?! Please if anyone can find a solution tell me.

If any moderators or admins or really trusted users can help me activate it, that would be freaking fantastic too! Please help!

 

Isn't a NetSpend also Visa? Pretty sure you only need to be 13 to be using a Debit Card. Shoulda specified that you needed a Vanilla Visa. I think that to activate debit cards you need to link it to your parents account, but IDK if that is the same for NetSpend.
