Need Help Getting Server Online ( Possible Payment)

I've been unable to get my 317 Server for about 2 weeks now.
I've followed guides on using Utorrent, Port Forwarding but none of them seem to work. I'm willing to pay someone a small amount if they can help me fix it through TeamView or on msn.

I'm in need of a VPS that can be paid for through unverified paypal. Every single site I've tried requires you to send paypal payments direct from credit card or some bs.

If you know of a site that accepts unverified paypal for a Vps or you could sort out some deal for me post here.
