Need some quick help placing a video in html

I'm trying to make a banner to someone's specs and I need first of all, a program to crop an mpeg4 video. Also, I need a way to attach a scrolling bar with motto in it to the bottom of the video. Lastly, the video must only play once (with a small delay at the beginning) but the bar must keep scrolling. Any ideas?

Could you possibly re-phrase your explanation. What do you mean by scrolling bar?

If you just want to embed a video, search "html embed video" in google. I recommend looking into HTML5 too.

 

Just some scrolling text. And not an embed. I want it to animate automatically when the page opens. I want the animation to happen once but the text to keep scrolling by repeatedly.

 

You might want to look into photoshop animation. There are ways to animate text with that.

Position it with CSS at the bottom of the video.
