Need Script Made (Will pay PayPal)

Hello guys,

I am new to this community and joined to see if you could help me out,

I need a script made which will do the following:

1. Be installed on a Debian (6 or 7) and install apache, and working rutorrent+rtorrent bundle
2. Manage quotas for users
3. WHMCS module which will automatically set up a user with quotas and an SSH+rtorrent account and FTP access, and set quotas for that user (pre-defined with plan)
4. Manager (just a simple module to be uploaded to web server) to change password and manage other server resources, like remaining disk space for that user.
5. I NEED IT TO WORK FLAWLESSLY! No bugs and I need it to be working permanently with NO bugs, as it is for business use.
