    I don't think anyone knows for certain what exactly is going on.

    From my own experience, stakers do get banned right after someone from another IP transfers gold to it and stakes. I have sold numerous stakers the past 2 months and I've warned all customers to not stake on it right away, as that will likely cause a perm ban. Instead, don't transfer any gold and try to play it afk for a couple days. None of them got a ban, so I think that did the trick. However, Jagex will probably continue hunting these accounts so I doubt this method will continue working over time.

    I don't think you have any right on a refund at the moment, as getting banned for RWT is a risk you take. If you do however feel like you're getting cheated, you can make a report here: Report A Scammer

    Furthermore, as someone who works in IT and in Runescape, I have to throw this out there because a lot of people don't understand this:

    Just because something happened to you, does not mean it is normal. Coincidences occur, and the timing of the events that happen to you are not always related.

    I too have heard that staking accounts are a lot more risky, but that's the nature of buying accounts that are heavily trafficked. If you want to be safer about it, ask to buy a rested account, and then after buying, rest it yourself for another week or two, then do some questing and skilling on it, etc.
    Again, just because that was your experience, doesn't mean its the norm.
