    You can't charge people for you to do quests when you have not vouchers for doing it before. you have to do like 10 for free then you can charge. otherwise no one will use you.

    actually he can charge whenever he wants thing is if hes not trusted u wont get any customers i suggest makin it free fo a little while mate =p
