You should open it with Admin privileges (you find it on, left mouse click on shortcut)

Haha yeah, im still getting used to it

 

Make sure you logged into an admins acc.

Then
Go to start > Default Programs > Set Program access and computer defaults > Select the program there and put it to "allow" for your username.
