Script that will tell me when a message on this other forum goes away *EASY*

Hey guys, there is this other forum where registration is stopped, but it will open up to take in another 5,000 members, then close registration again. There is a message on the main page that reads

"New member registration is postponed until we get a problem with the registration process fixed. When this message disappears registration will open up. No idea how long that is going to take."

So when that message disappears registration will open for 5000 members.

I will give 5$ to have this script made. Something that just refreshes the page every 30mins I guess and emails/texts me when the message goes away.
