[$10] Need Paypal account unlimited

Here's my issue I got 2 paypal accounts on one of them a guy charged back and has a negative balance and I recreated another with another card however they linked the two accounts and now limited this account aswell. What I need is for someone to unlimit the account to simply remove my debit card from the account.

I'll pay you $10 for the job I won't offer direct access to the account unless your trusted but if your not trusted you can tell me step by step what to do and if it works you get paid.
