What are they and what do they do?

 

It's like a proof of reliability. The more legit vouches a person has the more trusted they are likely to be. You should also consider what the vouches are for. Certain vouches has no significance or value behind them. It's important to know that vouches are just a guideline to how reliable a person is. There are by no means 100% correct. A seller with less vouches could be as reliable as a person with greater vouches.

Consider this scenario for Runescape

Seller A= 50 vouches for real monetary transactions that went smoothly
Seller B= 100 vouches for the same thing
Seller C= 150 vouches for free low level training
IMHO, if i was to purchase something from these 3 sellers, I would choose B>A>C

 

A vouch is just a vouch of credibility, what KevinW said. Think of it as the feedback system on Ebay. It's just a message someone leaves after trading with said user.
