My Partner and I TWC Report From a User

Well apparently a user on sythe thinks that he is going to try and get us a TWC. Why? because he asked us to do a service for 24m and we said sure yes, pay us first and we will start. No problem, he says that he wants to us a MM until the order is finished. My partner and i sell our gold when we get it for paypal to pay for stuff in real life. NOW each of our donor is $25, 24m is what $30? (is this kid for real?) So correct me if im wrong cant we refuse any order right? Cant we request payment before we start any order? Right? Thank you for answering my questions.

I Cant PK" offered to pay the amount then spoke about me behind my back, I then proceeded to deny his job, and didn't accept any payment what so ever. He then proceeded to call me a scammer because I refused his order.
