my dispute with chargeback

This is a dispute against Toblivion . He didnt technically charge back, but seems paypal is investgating all the transactions on his account. He currently has my money, and he told me after this issue is resolved. That the money will be paid back, but I have asked him if he could send the cash back right now as Paypal has stated to me that all he has to do is add his bank account and that the limit will be lifted from his limitations. He replied with his Dad only let him use his cc. After multiply investigations done by me. I have concluded that this was a set up, he basically pretended to be another individual he traded on his paypal, and that individual would charge back once to have paypal investigate all his transactions ( as a result) it would put everyone in a dispute. The evidence I have towards him is the fact that the person that charged him back only charged back 1 payment even tho there was multiply payments from that user. I also have another key point, that is, the user he traded with basically had roughly 50+ paypal accounts of a different name, now I ask myself this... Why would you trade the same individual with multply paypal accounts?.. No1 but a criminal that was setting up a chargeback to his sellers (me,lima...ect. I believe he set this up so that paypal would find it more of a investigation/fraud issue.

:Update, individual basically removed me from msn/ and completely removed himself from the website. I would like him banned, I would also like everyone to know his information. I wasnt going to give this information out but since he has basically stolen 170.00 from me. I feel I should screw him over as much as possible. Hopefully someone has people around this area and can actually inform the police of this fraud he has done to everyone.

He claims to be 15 years old, but I find it highly unlikely as the individual has basically lied about everything else. Here is all the information that I have that shows his charge backs. And here is the msn screenshot that shows that he knows that this is a issue.
