Some Capes are possible without either Overloads, t95 Curses or 96 Summoning. the price would simply increase a bit.

If you want me to prepare your account (buying gear, augmenting, making untradeable potions...) I would charge you an extra 30$.
Estimated gear cost = between 800m and 1.6b (30-65$)
