Comma in paypal payment = scam?

Hey, so 2/3 of the times I've been chargedback on paypal, the sender has sent me a dollar amount with a comma in it.

For example, $13,00 instead of $13.00. It looks like paypal has credited my account for the money but both times the two separate people have done this, they've chargedback.

So is this just coincidental or does the comma signify something fishy about the payment? Thanks in advanced.

I'm fairly certain that a lot of countries reverse the commas and decimals in numbers. That could be the answer if the payment is coming from abroad.

This is probably it. But chargebacks aren't caused by commas at all.

A user files a chargeback, and both users present their evidence (if any). And PP picks one. Unauthorized claims always wins.

That would make sense as I bet those countries are slightly poorer and would scam for a few dollars...
