Why would the account be locked 180 days prior to login if they were truly her accounts?

The accounts were inactive and now secure? So the account was inactive and now secure.
By inactive shes means the account was last seen 365+ days ago prior to login. Why would she be logging in to inactive accounts and claiming they are now "secure"? If they were truly her accounts and created by her why would she need to secure the account?
