quick question about buying a account from another countrie. i live in the U.S and i want to buy one from another is this a safe thing to do?

 

Yes its safe.

Unless the account is a pmod. Then the seller must indicate that he is moving ingame.

 

It's NOT 100% safe. I'm banned for 'Account Sharing/Trading' (JaGeX flagged my IP), I won't be able to sell/buy accounts on this IP anymore.

Yeah its pretty safe, unless its flagged as UrcoolYo said then you might have a lil problem, otherwise you're all good.
