Epidemic - New To RS - (F2P Range 2her)

So I've decided to play Rune-Scape after watching my Ex-Boyfriend play for a couple of years. I'm still in the learning phase but I'll be posting current stats and goals below. I also appreciate all feedback and advice.

Further detail so far about the account:
I've quested all of the Attack Levels, and Strength levels, I also Cannoned most of the range levels. and I splashed alched to 61 magic.

F2P Range 2Her:

 

65 Str, 70 range, 70 magic, get 73 range through Pking then level str to 70 and you'll be really good pure.

 

I'm going to cannon until 60 range and I'll still be 39 combat. I'll train range normally 60-70. Am I messing up my account by questing and keeping HP so low? Should I pest control training range from 60-70 then use the PC points towards str xp?
