Am i allowed to offer a Vouch for skilling?

Am i allowed to offer a vouch for just skilling.

Like if i had a thread saying --- Need account skilling 70 str and 70 range---
And my offer for those services would just be a vouch?

also could i also offer a vouch for someone to make me an account?

There are a lot of people who offer free skilling services though, so keep looking and you will find someone eventually.

 

i reccomend vouching after every trade and the people who do free skilling are just in it for the vouches so if you dont vouch them they will get quite angry
