I just got this message on my msn and i have no idea if its from a hacker or its really from jagex. Its asking me to register for being a Mod. When i click on the link it takes me to a site that looks exactly like runescape site and thats why i am so confused. Please help.

It's a phishing website change you're password now and report the website to jagex via forums.
