Full rights includes not only the image itself, but once you pay for full rights I destroy the version I have. It's yours, PSD and all.
Wearing rights is self-explanitory. If you buy wearing rights to a sig I've made, you are allowed to wear the sig anywhere so long as you do not claim it as yours.

What I want is a Gears of War signature that contains one locus type character and another from the human soldiers. The background must be with fire preferably black w/ white or red w/ blue.

The minimum price is 400k, you'll get what you pay for. Most people go inbetween 550-800k, so if you could post a bit more info including contact info I'd appreciate it.
