i would say that's up to the buyer to accept, however i know its doable aslong as the original owner of the account tells jagex that he is 'moving' to some other location wich in this case would be where the buyer is located.

in terms of price im unable to say as such things rarely sell. aslong as you find somebody thats willing to pay for it i would estimate 1.5k usd?
