As RWT is coming back, I wanted to buy an account. Therefore my question is, is it possible to make an Account that I buy absolutely safe? Not talking about infections on my computer or something, obviously I can loose it like that, but is it possible to make the account safe against recovery requests?

No, it's not.
I just recovered my old defence pure that was scammed from me 3~ years ago. It never had recoveries, and only 2 passwords that I know, still got it back.

There is no way to tell if your account is safe.

I suggest you find a trusted buyer. Someone who has been here for a good period (look at the join date), someone who has many vouches, (feedback system) and someone with a decent postcount. Perhaps you will have to search for a while before you find someone like this, but it's better to wait longer and buy a safe account than to lose your money! Goodluck!
