Rsmalls charging 10% for a refund.

Basically I was buying about 300m from rsmalls, I sent them bitcoin after asking them how long it'd take for them to deliver the gold as I needed it within 10 mins and they'd said it'd be maximum 10 mins on live chat. 40 minutes later and after I'd had to buy from someone else they decided they were ready to deliver and I declined asking for a refund.

They then said they'd sold my bitcoin already and they couldn't refund me. Just spoke with the manager and he said he will refund me my bitcoin with a 10% reduction for absolutely no reason whatsoever. This is not in TOS anywhere, surely this is not allowed? I will post proof tomorrow morning unless for some obscene reason they are allowed to steal 10% of my money? Please let me know if I need to post the proof.

 

this player talked with me on skype ,i am not very sure he is right buyer, because he sent me another bitcoin address when he said refund, and for this issue, because in China we can only use chinese bitcoin platform ,and we use BTCC.COM ,it need time to process the payment when buyer pay us , that is platform action , it just like paypal echeck which is not instant, after 30mins we got his payment and we made order for him ,it was about 238m gp for his payment ,but buyer said he didnt want it ,he said bitcoin price was higher ,he need more gp , BTCC price has little difference with bitstamp /coinbase , we can only do by what we get from BTCC exchange ,and we agreed to give him 250m gp but buyer refused , so it is not my problem , he break the deal with no reasonable reason .
