Request: Graphic touch up to design

sooo i am willing to pay either rsgp or cash for some one to make this image into a better version of it. What i need this image to look like is

Left dragon is red
Right Dragon is white
staff has a brown middle and the wings are gold
The banner is brown, and the lettering in the banner to be white
the 210B at the top is outlined in red

the goal with the dragons is that as they go down the staff they start getting more and more ghost-like/wisp like so more and more faded out

I don't want anyone to even try my request if they are gonna put forth a crappy effort, i am requesting who ever is really really good at graphix..

Sweet, you even have a drawing which makes this great. I can whip this up, but it isn't going to be cheap. I would estimate 50m - 80m, but you can't go to any t-shirt designer and get it any cheaper.
