luchevzla outsourcing work & refusing to pay back when sent too much

Explanation of the trade:
purchased a total of 4 accounts from them, 3 of which were 99 fm hcims, and the last was 99fm 83 hunter hcim.
I never actually checked that all accounts were completed when he had told me he was done as i was super busy irl with some stuff going on.

turns out 2 weeks later when i was checking out db it turns out one of the accounts was banned.
I contacted luchve on discord asking for a refund, he agreed to remake the account he just said he needed to earn some money to get a bond to remake the account. A week goes by and I forgot about it, his excuse was that he still had not earned enough money to pay for the bond for the account. I fully believe that he is just trying to stall and has no intention of paying the money back, as you can earn a bond in a week by looting ashes off the floor...

at this point because he tried ghosting me I dont think I would accept another account from him.
also after this point was where he admitted to me that he was outsourcing the work, and he wasnt the one who did the hcim

How they scammed:
refused to payback the extra paid to him, as according to our tos we agreed to, if the account was locked/banned we didnt want it

Hey sir, what Lord Zuku expresses is true in some points, the truth is that from the beginning I made it clear that I did not work, only that I have my brothers at home, which he did not consider as subcontracting, I have a sample of having delivered 4 accounts in perfect condition, wait a certain time for payment.
