Getting 99 attack and 99 defence with 80 strength will definitely make the account better, still not too sure how much you'd get for it but ehh 5m doesn't sound too crazy.

Stay 70 str for couple levels lower or go for 80 str?

 

I'd say 80 str to make the training go by quicker, also with those stats you'd probably get cocky with some higher levels, you'll need that extra strength.

 

If you got 99 80 99 I would definitely pay to borrow that account but for now not many people would want to borrow it

 

I wouldn't rent it for anything.
