Why you think they are ban evading:
I was scammed by XeBossy for this Xbox account a while back: http://www.sythe.org/xbox-accounts/1622468-master-prestige-bo2-cheap-diamond-shotguns.html

Today I saw this thread of an Xbox account being sold: http://www.sythe.org/xbox-accounts/1633602-master-loads-dlc-2-months-gold.html
I looked at the stats and they were very similar to the account which I got scammed for. I went to the old thread to see the proof posted.

If you compare the stats on the images you will see how similar they are, they are very minor changes.

It's possible that the account may have been sold or passed on to someone else, but just have a look at the Windows task bar at the bottom of all the screenshots. Compare the old proof with the new proof and the applications are identical.

Also the Skype account on XeBossy's account (silentnade) also has the SNG picture as his avatar:
