First thing you want to get is a program, from what I have heard there is only 2 good options:
1.Photoshop (use it myself)
2.GIMP (not sure if spelled right)

After you got them search on google really simple instructions on how to use each program (so you know where paintbrush, gradients, paint buket... are)
After you go used with the program you need to start with sigs/banners:

If you are using photoshop, dowload these files:
1. starter pack: http://sythe.org/showthread.php?t=161064 conatins (brushes, renders and more pics) really usefull when you don't know what to create. Don't forget to instal brushes

2.Collection of 200+ tutorials of sigs: http://sythe.org/showthread.php?t=232872 these tutorials use photoshop to make them. USE THESE TUTORIALS FOR MAKING YOUR BANNERS/SIGS

3.If you want to make a userbar here is a great tutorial: http://www.astahost.com/info.php/photoshop-tutorial-how-make-userbar-signatures_t10435.html
