What is the degree/discipline

that involves making technology that reacts with signals, satellites, or basically just programming a piece of technology to do something from a remote entity?

Likewise(if it isn't the same answer), what is the discipline that deals with creating a tracking chip?

I'm thinking robotics, however my assumption could be missing an element of a mixture of different disciplines.
