Honestly going to a local computer shop with enthusiasts and preferably a person who actually plays games (instead of angry birds-type salespeople) would be your best bet.
If you don't want to build it yourself, and have professional looking insides such as cable management etc, that's going to be your best bet.

If you want to build it yourself, the build with the 9900k is top notch, so I'd go with that one.

I was looking into what you said and i ended up agreeing with it since i am not too professional with computers, Especially building them lol

    GMR X5000-i792080TI With RTX2080Ti 11GB and i7-9700K (12M Cache, up to 4.90 GHz)

was looking at this with an upgrade to 9900k approx ($3500 USD)

Let me know what you think and everybody please let me know what you guys think!

that site lets you go through and select every piece that goes in the shell; and the shell itself. It will only show you compatible parts. For example; if you select a shell, it will only show you the motherboards that fit in that shell. Then, when you select the motherboard it will show you what type of OS you can have, and so on and so on. Furthermore, thousands review the products and if you have any question along the way you can ask and people will help. FINALLY, it shows you the price of each part you pick on Newegg Walmart amazon etc. so you know you’re getting the best deal. Make sure you check EBay too.
