May I suggest bumping with the amount your willing to spend and wait for someone to accept your offer rather then shutting down offers without even looking to negotiate?

Quite odd isn't it escorted? Here he is even offering a boosting service:

at the same time he is looking to get boosted.
And he is not even negotiating, or looking to get a quote from people who is willing to sit down and talk to him.
The only thing i can think off is that he is boosting his post count.
