Don't know exact link but I believe what you are talking about is called "Bot Busting" events.
You can try googling this "runescape forums bot busting site:services.runescape.com"

Not sure if there is an exact set place where they announce it, but usually a thread is made somewhere on the RS forums.

 

I have I keep coming up with old ones though

 

I'd recommend popping in that chat every so often and checking it out.
