it happened with me on my acc in my signature, i got it unbanned it had 13/10 blackmarks now 2.5/10 ^_^ and now i play on it and the lot..

 

if you have 3.5/10 you might get unbanned in the future, my friend was perm muted, and one day he randomly typed something in rs while we were fishing and i saw it, so yeh jagex might give you another chance in the future randomly.

 

If it's successful let me know? And also the name of whoever unbanned it for you.
