    Computer keeps rebooting.

My computer keeps rebooting while installing Windows 7. It will reboot at 30% every single time. I strongly believe it is a hardware issue, not a software issue.

    I have replaced:

    PSU (Power Supply Unit)
    HDD (Hard Drive Disk)

The graphics card on the particular computer is integrated so scratch out that. Also, I ran a memory test for 24 hours and my RAM hasn't came up with a single error. The CPU is at perfect operating temperature even when the computer shuts down, so I know it isn't an overheating issue.

    Computer keeps rebooting.

You could have a backdoor trojan that prevents you from completing the download.

    Computer keeps rebooting.

kill your partition tables, remove all media, eg. cd's, floppy's, external harddrives and try again.
