Kodanik Scammed Me $12.00

Briefly explain the trade:
(Full details can be seen in PM's between me and Kodanik) I agreed to pay Kodanik $30 for defense training from 80 to 99. We agreed upon a plan where I would pay him in intervals as he leveled up my account. I gave him a $12.00 down payment for him to start training. It has been 10 days since this transaction and he did not level up my account even 1 level. I have messaged him many times and posted on his threads and he does not respond to any of my messages even though I can see that he logs into Sythe about once a day. He only replied on one of his threads where he said his internet provider was down due to some storm in his area. But it's been a week since he said that and I can see him logging into Sythe and yet he does not reply to any of my PM's. Also, I added him on Skype and whenever he is online I chat him and he immediately goes offline. At this point I just want a refund (I payed him via paypal).
Proof that you were not talking to an impostor: I talked to him only via PM's on Sythe, so full details can be seen in PM's between me and Kodanik.
