Kelthstone needs to unlock (or refund) three Zulrah accounts

Putting up this report for my buddy.
Edit: it's supposed to be three accounts, not two.

Explanation of the trade: My friend bought Zulrah accounts off Kelthstone. Within a period of less than a month they get locked and within this period my friend requests for these accounts to be unlocked. As can be seen, my friend gets ignored by Kelthstone, once my friend threatens to post a report, Kelthstone becomes less hostile (read: agressive), comes up with numerous excuses. This report servers as a way to pressure him to do what is right (unlock the accounts).
How they scammed: Refuses to unlock accounts (see rule 5: [Section Rules] Old School RuneScape Accounts)

This nice gentleman approached me on discord and once again proved my point, reassuring me that he is not planning to unlock these accounts. Will post screenshot later.

 

Has there been any progress with him unlocking the accounts?
He is currently banned so I doubt he will respond here.
