k1nd self vouching/scamming?

as you can see he is simply vouching himself isnt he, putting some guys name there. quoted him to preserve it. shouldn't he get banned for this? because he tried to scam me of my account earlier, i hired him for some skill training and he changed my pw and tried to change email settings, which i easily reversed. flustered because he admitted to scamming previously:

as you can see in that thread above, he admits to scamming previously, but arent scammers ALWAYS banned? why is he given a second chance? fortunately i didnt incur any loss (also didnt manage to get an IP on him because he didnt logon to say, just went to acc management). so he tried to scam me, but i dont have much proof. but if i cant get him banned for that, hopefully i can for self vouching surely?
i imagine i'll be slightly mad if hes allowed to stay in this community, but ill admit i have minimal proof and its up to the mods now i guess. hope this can be reviewed soon. very glad the last person to scam me is now banned (irishjayz), hope this bad seed can be removed as well
