Hacked account/banned

i made the account Sgt_killyou from my ip (199.80.68.242) its a public library ip address, some1 hacked my account and got it banned. the ip 199.80.68.242 is from a library in golden meadow louisiana, 70357 track it. see that the scamming from the account before it was banned for trading with itself is a different ip. I cannot make an account because the ip address is banned im thinking? either unbann my account and reset my password or, unbann my ip delete Sgt_killyou so i can make a new account to continue trading.
