Briefly explain the trade: Told him I would sell 117M, 2 increments to be safe, traded 50m, he said paid, however no money was receieved and he logged off.
How they scammed: Didn't pay the $50 for the 50M I traded.

That, combined with other reports, is enough to count that he is indeed scamming.
