Joeyyy - Problem

Briefly explain the trade: Well, i bought a 6 digit steam id off him for a Team fortress 2 Unusual hat a couple of weeks ago, i was playing on it maybe 1-2 weeks and it got disabled. I was trying to contact Joeyyy,
he wasn't answering me for maybe 3-4 days even though i seen him online loads of times. So few days ago i heard that he has to recover my account or give me the hat back so i wrote a PM to him,
he isn't answering me even though i seen him online a few times..
I dont know if he is scamming me or just ignoring because he wont recover or give my hat back, but i want my account or my item back.
How they scammed: Ignoring even though i've seen him online and sent him few PM's saying Please do not ignore me.
Proof that you were not talking to an impostor: Well, im not sure what to put here.
he Pm'ed me that he wants me TF2 Hat, i posted a post on his thread and thats how it goes.
