    There's a possibility that Zenevivia is the Class A dominion boss. She seems to fit the previous lines a little better than Nomad IMO. Although, 'think straight through restrictions' could be referring to nomad's numerous obstacles (restrictions).

    I'm pretty sure it's Nomad, as he never talks about any other NPC in more than one verse.

    The king reference might be to King Gjuki Sorvott IV of Jatizso (close to bankruptcy)
