RSexchanger is a scammer

Briefly explain the trade:
Yesterday (December 25), I discussed with RSexchanger about training my dungeoneering, we reached an agreement that I would pay 32.5m for 162k tokens. He said he was busy with a firecape, so I said I'd leave 32.5m in my inventory and he could start whenever he finished the firecape. The next day he hadn't started, but later that day he messaged me on MSN saying he could start.
I paid RSexchanger 32.5m to get me 162k Dungeoneering tokens. I payed him around 6 pm EST, and he said he was free to get started. About 3 hours later at 9 pm EST I logged into my account to see that my bank pin was getting canceled, and no training had been done. I asked him why he hadn't started, and why my bank pin was being changed. He said that he hadn't logged into my account yet because he had to help his mom, so it couldn't have been him that had requested the pin to be changed. I was pretty sure it was him, as no one else knew my password, but I was willing to let it slide if he started training now. About 1.5 hours later at 10:30 EST he still hadn't started, and I requested a refund. He promised to refund me an hour later, but went offline right after that. I waited several hours (it's now 6:30 am EST), but he didn't come back on.

Throughout the conversations he keeps saying that he will start right away, that he'd be on my account all the time, etc.
Now, all I'm asking for is the promised refund.
